APGA has put together this page to help utilities with the Pipeline and Hazardous Materials Safety Administration's (PHMSA) Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program. About the PHMSA NGDISM Grant 

Within the Infrastructure Investment and Jobs Act signed on November 15, 2021, is a new PHMSA grant program exclusively for publicly- and community-owned gas utilities: The Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program. The program funds the repair, replacement, and rehabilitation of existing pipeline infrastructure, in addition to certain equipment purchases. Participation in the program is limited to municipally or community-owned utilities. In March 2022, PHMSA distributed a letter to all publicly- and community-owned natural gas operators concerning their grant program. View PHMSA Letter to Utilities

PHMSA NGDISM Grant Application 

The 2024 application period closed on June 20. PHMSA's Natural Gas Distribution Infrastructure Safety and Modernization Grant will run for 5 years starting in 2022 and will be open for applications each year.

Congratulations to all 89 of the PHMSA Natural Gas Distribution Infrastructure Safety and Modernization Grant provisional winners from the 2022 and 2023 cycles!  80 APGA members in 27 states were selected to be funding recipients.

2023 Notice of Funding Opportunity

PHMSA Acting Administrator Brown distributed a letter on May 4, 2022, to 40 states with answers to questions about cost-sharing, the inclusion of technical assistance costs, and types of equipment that may be eligible.

Each applicant selected for NGDISM grant funding under this notice must demonstrate, prior to the signing of the grant agreement, effort to consider and address physical and cyber security risks relevant to their natural gas distribution system and the type and scale of the project. APGA has put together a checklist to assist utilities.
