On August 13, the joint industry trade associations of APGA, American Gas Association (AGA), Interstate Natural Gas Association of America (INGAA), and the American Petroleum Institute (API) filed comments regarding the Pipeline and Hazardous Materials Safety Administration’s (PHMSA)Notice of Proposed Rulemaking, “Pipeline Safety: Valve Installation and Minimum Rupture Detection Standards.” These comments are in response to the PHMSA Gas Pipeline Advisory Committee meeting that was held on July 22. The comments aim to provide suggested regulatory language that matches the recommendations from the advisory committee. While the large majority of this rule only impacts gas transmission and hazardous liquid pipelines, there are some narrow provisions that will impact gas distribution operators.
