January 23 2020- APGA Joins Industry Comments on Gas Transmission Annual Report

On January 23, APGA—jointly with the American Gas Association, American Petroleum Association and the Interstate Natural Gas Association of America—submitted comments to the Pipeline and Hazardous Materials Safety Administration (PHMSA) on proposed changes to the Gas Transmission & Gathering Lines Annual Report that align with the new Safety of Gas Transmission Lines rule that was published in October 2019.

The industry associations asked that PHMSA make modifications to their proposal that ensure consistency between what is required by regulation and what is required to be reported. For example, operators are only required to perform Integrity Assessments or validate the Maximum Allowable Operating Pressure of pipelines in Moderate Consequence Areas (MCA) that have a percent Specified Minimum Yield Strength (SMYS) of greater than 30. However, the proposed revisions to the Annual Report would require operators to report all their MCA mileage, not just that which operates greater than 30 percent SMYS.

Additionally, the industry associations encouraged PHMSA to delay the implementation of the new Annual Report until March 2022. This better aligns with the timeframes provided in the Gas Transmission Final Rule. APGA is optimistic that these changes will be incorporated.
