APGA to Participate in Public Meeting at DOE on Process Rule

On March 21, APGA will participate in a Department of Energy (DOE) Public Meeting on a Notice of Proposed Rulemaking (NOPR) to streamline and modernize the Process Rule. The Process Rule addresses the procedures and policies that guide DOE in establishing new or amended energy-efficiency standards. APGA filed comments at DOE and participated in a public meeting regarding modifications to the Process Rule. APGA has argued, in testimony as well as through participation in a Public Meeting on the issue, that in making changes to the Process Rule that: DOE should focus on lowering costs to consumers through energy conservation but only if it that clearly makes economic sense; DOE’s efficiency rulemaking process should be as transparent as possible; test procedures must precede efficiency proposals; and, peer reviews must be completed before DOE authorizes another energy conservation standard. APGA also argued that the Process Rule must be mandatory since only then will DOE be held accountable to its own procedures. Many of the changes pushed for by APGA were included in a proposed rulemaking DOE released in early February regarding modifications to the Process Rule.

Sue Kristjansson, President and CEO of Oak Ridge Utility District, and Vice Chair of the APGA Direct Use Task Group will present an opening statement from APGA at the meeting. APGA will also be submitting comments in response to the NOPR prior to the April 15 deadline.
