Bio

Brooke Sinclair is currently the Manager of Safety, Security, & Technical Services and the Assistant to the Chief Engineer at the Knoxville Utilities Board (KUB).  She is a Certified Safety Professional (CSP) and Certified Hazardous Materials Manager (CHMM) with 18 years of regulatory compliance and safety experience.  Ms. Sinclair received a Bachelors of Science degree in Plant and Soil Science with a concentration in Environmental Science in 1999 and a Masters of Science in Safety Management in 2010 both from the University of Tennessee, Knoxville.  Beginning in 1999, Ms. Sinclair worked as a consultant performing safety, industrial hygiene, assessment, and remediation services for commercial and industrial clients.  Ms. Sinclair began working in Technical Services for the KUB in 2003 as an environmental specialist primarily focusing on environmental compliance.  Her responsibilities expanded to gas compliance and asset management in 2006 as Manager of Technical Services, to safety and emergency planning in 2009 as Manager of Safety & Technical Services, to physical security and damage prevention as Manager of Safety, Security, & Technical Services in 2015, and to assist with corporate needs as the Assistant to the Chief Engineer.  Ms. Sinclair and her staff are responsible for the development, implementation, training, and maintenance of approximately 90 programs for KUB’s water, wastewater, natural gas, and electric utility systems.
