Final Industry Comments on PHMSA’s Gas Transmission Rule are Submitted

APGA, jointly with American Gas Association, Interstate Natural Gas Association of America, and American Petroleum Institute, submitted a final set of comments related to the Safety of Gas Transmission & Gathering Lines Rulemaking. As a reminder, the Pipeline and Hazardous Materials Safety Administration (PHMSA) has broken this rulemaking into three separate rules: requirements associated with congressional mandates; the balance of the proposed requirements related to gas transmission pipelines; and, requirements for gas gathering lines. The comments submitted this week pertained to the second rulemaking, which is titled, Safety of Gas Transmission Pipelines: Repair Criteria, Integrity Management Improvements, Cathodic Protection, Management of Change, and Other Related Amendments Final Rule. The comments attempted to assist PHMSA in ensuring that the final regulatory code language matches that which was voted on during the Gas Pipeline Advisory Committee meetings.

PHMSA has stated their priority is on the publication of the first rulemaking associated with the congressional mandates. Therefore, APGA does not anticipate that this second rulemaking will be published this year.
