APGA Joins Industry Comments on PHMSA Gas Transmission Rule

APGA signed on to the joint industry comments in response to the December 2017 Gas Pipeline Advisory Committee (GPAC) meeting on the Safety of Gas Transmission and Gathering Lines Rulemaking. The comments were a joint effort between APGA, American Gas Association, Interstate Natural Gas Association of America and American Petroleum Institute. The GPAC voted on proposed requirements related to Material Verification and began discussions on the proposed requirements related to Maximum Allowable Operating Pressure (MAOP) Reconfirmation and proposed changes to requirements associated with transmission pipeline integrity assessment methods. The comments provided the Pipeline and Hazardous Materials Safety Administration (PHMSA) with suggested regulatory language aligned with the GPAC’s recommendations and provided additional background information on the topics that were discussed but not voted on.

The next GPAC meeting on the Safety of Gas Transmission and Gathering Lines Rulemaking is a teleconference on Friday, March 2, 2018. APGA will be presented by Rich Worsinger from City of Rocky Mount. The following topics are expected to be discussed: Expansion of Integrity Assessments beyond HCAs, Moderate Consequence Areas, and Response Criteria. The GPAC does not anticipating holding any votes via the teleconference meeting.
